Authority and responsibility
The organisation must confirm its authority under the rules applicable to it
bursverenler.org provides digital infrastructure for donation and campaign processes; it does not grant an organisation permission or authority to collect donations. Each organisation is responsible for completing any permit, notification and other obligations required by its status, activities and campaign scope.
- Keep organisation, representation and official bank-account information current.
- Include only scholarships, projects and purposes for which your organisation is authorised.
- If the activity constitutes aid collection in Türkiye, confirm your permit or exemption position under Law No. 2860 and related regulations.
- The organisation is responsible for the accuracy of campaign content, use of funds, documents and information given to donors.
Conditions may differ for foundations, associations, universities, companies and other entities. Obtain advice from your organisation’s legal or financial adviser where necessary.
Institution participation
Participation in the platform is free
No separate membership fee is charged for an organisation to use bursverenler.org for scholarship management or donation pages. Where all requested information and documents are complete, an institution application is generally concluded within a few days.
- Complete the institution application using the authorised representative’s details.
- Provide the organisation form, representation and bank-account information and requested official documents.
- For donations, complete the website-use and donation-acceptance agreements.
- After approval, institution users and panel permissions are defined.
- Once required content and images are complete, the donation or scholarship page is prepared.
Review may take longer if documents are missing, outdated or require verification, or if additional information is needed about representation, the bank account or donation authority.
Donation pages
Separate pages may be created for the organisation, scholarships and projects
Separate donation pages may be prepared for different scholarship programmes or projects. Donors review the organisation, purpose and use information on the page and support it through that page.
- A general organisation donation page may be created.
- A separate support page may be opened for a scholarship programme.
- A project-based page may be prepared for an education project or specific need.
- A page may allow a flexible, fixed or minimum donation amount.
- An organisation may keep no more than five donation pages open at the same time.
The organisation is responsible for keeping its identity, purpose, duration, target and use information current. Submit changes through an authorised institution channel.
Time-limited campaigns
A purpose-specific donation page is prepared for a financial campaign
The purpose, scope, intended use and any start or end conditions must be clear. A campaign requiring permission or notification should not be published before that process is complete.
- State clearly who or what activity the campaign supports.
- Explain how donations will be used.
- State any target amount, duration and outcome arrangements.
- Avoid guaranteed outcome or success claims that could mislead donors.
Cost and transfer
The donor pays no additional platform fee; 4% is deducted from the online donation
The donor does not pay a separate bursverenler.org charge in addition to the selected donation amount. A 4% deduction applies to online donations to organisations for banking, card and transaction processes; the remaining amount is recorded for transfer to the organisation’s official donation account.
From an online donation of TRY 1,000, TRY 40 is deducted and TRY 960 is the amount to be transferred to the organisation’s official donation account.
- Transfers are made under the monthly conditions in the accepted donation agreement.
- The amount shown on the donation page and the net amount transferred are different figures.
- Depending on the card and bank, two to six instalments may be available.
- An instalment transaction is not a recurring or indefinite donation instruction.
Notification and tracking
Authorised institution users can track donations in the panel
After a donation, the donor may receive a result or thank-you notification. Authorised institution users can query, report and, where necessary, export donations by organisation and project.
- Search by donor, date, organisation or project information.
- Use monthly reports and panel records for transfer reconciliation.
- Use exported donor data only for donation records, reconciliation, legal reporting and permitted communication.
- Card numbers, CVVs, banking passwords and SMS codes are not shared with the institution or included in its reports.
Donation evidence
A bank document may be used as evidence of the donation
For donations made by bank transfer, EFT, FAST or credit card, the bank receipt or account statement may be used as donation evidence. A separate donation receipt is not mandatory for these transactions; if requested, the foundation or association receiving the donation may issue one.
Making a donation through bursverenler.org does not itself provide a tax advantage. The institution’s status and the donor’s circumstances must be considered separately for documentation and tax treatment.
Scholarship programme
The institution is responsible for recipient selection and scholarship payments
bursverenler.org provides infrastructure for applications, documents, assessment, donations and reporting. The institution decides whom to support, the amount and duration, and the applicable conditions through its authorised decision process and published programme rules.
- The institution may review applications to its own scholarship and select recipients.
- The institution sets the scholarship amount, payment schedule and continuation conditions.
- bursverenler.org does not promise payment or continuation on the institution’s behalf.
- Scholarship and donation pages must remain consistent with the institution’s current practice.
